"As a neutral concept, ethical governance has never existed. At every stage of human civilization, rulers/state agencies have faced ethical dilemmas. However, there appears to be widespread agreement on what constitutes ethical governance, which has become incorporated into the governing apparatus through concepts such as rule of law, equality, and corruption-free government. A country's history has a significant impact on the ethical character of its governance system. The long history of unethical governance practises is likely to increase the level of tolerance for administrative immorality. Probity and immorality coexist throughout human history. Precedents and traditions established by senior officials, ministers, and legislators are also critical. In public administration, ethics is critical to ensuring that public finances and resources are appropriately managed and that funding for social services are accurately accounted for. The purpose of public service is to advance the public good, to assist individuals and communities, and to improve society.
This book is an excellent collection of topics ranging from fundamental to complicated theories and principles in the field of public administration ethics. It exemplifies the ethical qualities that all public administrations should uphold, including honesty and integrity, responsibility, efficiency, transparency, and accountability, in order to serve the public interest. It outlines the public sector's view on codes of ethics and ethical standards. Additionally, it discusses philosophical viewpoints on administrative ethics, ethical conflict, and compromise in administrative ethics, as well as administrative ethics in Ethiopia. It takes individual concepts and theories and discusses their relevance and contribution to the field's growth. This book is intended for students seeking an in-depth examination of public administration ethics.
